1. Have 3-6 people in matchmaking (it works best with 6).
2. Have the leader join another match-making room and bring the party with him.
3. Most of the time, some one will have been booted and put into custom games.
4. Tell the person in custom games to switch the Network: to Xbox Live if he wants to invite.
5. Done.
